Seagull's basic automatic with small seconds at 6 (no date), also sold as the TY2706; the ST1700 is the hand-wound version and the ST1731 (TY2718) adds a date. No Seagull spec sheet was found; specs are from Caliber Corner: 11½ lignes, Ø26mm, 4.65mm high, 20 jewels, 21,600 bph, Incabloc-style shock protection, hand-windable, no hacking, in production since about 2001. Power reserve is not recorded because Caliber Corner gives about 40 hours on its ST1701 page and "> 36 hours" on its TY2706 page (an owner reported 51 hours). Watch brands sometimes write "ST1701K"; what the suffix means is not stated. Tier "entry" with other basic Chinese automatics.
